Please Help: Service Tax

The assessee nigher paid his Service Tax nor filed his ST Returns from the F.Y. 2010-11..in fact, he did not receive service tax amount from his client..now the total amount of service tax payable has become nearly 16-17 Lacs. My ques. are:
1. Is there any section which can permit him to deposit service tax in installments?
2. Is there any section in service tax to avoid or reduce interest penalty in this case.
