Please Help: Regarding Audit in Ministry of Finance under Expenditure Deptt.

I want to apply for internshio programme in Ministry of finance under Expenditure Deptt an official Notification vide Circular No A.33025/4/2012-Ad.I.and I am also doing my Articleship in a CA Firm completed 1 year and want to do the internship in Finance Ministry
So I want to how I apply this and whats the procedure to inform the ICAI
please solve my query as soon as possible
