Please Help: FEMA & I tax

Mr X want to need some money in Australia and he is asking Mr Y a NRI in Australia to get that money transferred to Australia through his account in India and the moment Mr X arranges that money in Australia he will give that money back in Autralia to Mr Y which may return back to India. Can this transaction be entered into considering the FEMA & I Tax & do we need to take any precautions in this case.
