Please Help: Applicability of Trade License and Professional Tax

One of my client is having a Public limited Company, however the company is not doing any business activity from its incorporation and only some statutory expenses entries are passed.
Can anyone please tell me that is the Company required to Take Trade License.
Is it also required to pay Professional Tax.
Please help me, im waiting for the response.

Not required, all the expenses will be covered under the head Pre-operative expenses.
