Please Help: GST registration for DSA of a bank / nbfc

Is it compulsory to get GST registration for a DSA whereas his turnover is below the threshold limit? Whether Bank/NBFC will TDS the GST amount while making payment to DSA? Whether DSA is supposed to raise GST invoice?
