Please Help: 89(1) relief Arrears of Salary

I have got arrears of salary from 1997 due to pay revision in the current years.I am getting the benefit in some years if I allocate the arrears & in some years it is not beneficial.Can I take the 89(1) relief for selective years where I get the benefit& for the balance arrears in the current year?
