is it mandatory for every firm to get DSC or is it mandatory for only those firms whose accounts are required to be audited. the language of notification is a bit ambiguous.

Yes required only to those who come under audit.

yes it is..........anyone who is covered under the ambit of Section 44AB

Yes..DSC is required by anyone who falls under the ambit of Sec 44AB, i.e., whose accounts are required to be audited...and not by the rest.
