Please Help: refund claim rejected in rectification u/s 154

one of my client not claimed refund in original return and time for revise to return passed. now he claimed this refund in rectification and jcit rejectef it giving reason i.e. there was a fresh claim of tds in rectification. is it right ??? nw what is remedy for it???
