thats like asking to deposit money in bank without having a bank account... the answer is no. PAN is the main control figure for a ITR

No PAN is compulsory for filling I T return.

PAN no. is mandatory for filing ITR, But PAN Card in not, in case u have lost PAN Card, but have PAN No., return can be filed...but PAN no. is not there....then question of filing ITR does not arise.
