Please Help: Short Deduction

One Govt. dept. has short deducted TDS of one employee. The employee deposited short income-tax on his PAN No. Now the TDS return not take the income tax deposit on PAN No. and not generated the TDS Return. Please give the advice how to submit TDS return.

File the TDS return as short payment.
