If a indian resident has gone for first time outside india for employement and erans salary in euro, is he liable to pay tax.

In india income is taxable on the basis of residential status. Therefore if a person is non resident for any particular assessment year, income earned outside india would not be taxable.
Section 9 is relevant in cases if some body becomes non resident because of his stay out side india but he is deputed outside india as an employee of india employer, he would be taxed in india.

1st you will have to check residential status : -
but if he has stayed in india for less than 182 days in the previoousIf he is india for 182 days in the previous year then he will be treated as resident and income earned even outside india will be taxable in india.
year then he will be treated as nonresident and no tax on such income.
