Is Payment made to Goods Transport Labour Unions for Hamali or Labour charges attract the TDS liability to Payer?

I think it may be treated as service charges. Hence TDS liability will arise for the payer.

If payer paying labour charges because of any contractual works then definitly will be deducted otherwise it shuold not be to the extent of my knowledge
