Please Help: TDS on freight on road

The assesse: a partnership firm did not deduct TDS on freight on road u/s 194C of a Private Limited Company in the Financial Year 2014-15. Is the TDS required to be deducted for the Financial Year 2014-15?

No TDS required to be deducted if transporter of goods furnish his PAN
