One of my client is registered in TIN website.but now he has to revised tds Return and TIN website is not working properly. My question is that if I will registered him as a new user in TRACES(TDS CPC ).whether i will be able to access the old data.

I don't think it will be possible because ur PAN is already registered on tax information network, so it will show you an error notification as PAN is already registered.
