Please Help: EPF

Assessee is a contractor and he hire other sub-contractor to perform his job. The assessee is covered in EPF but sub-contractors are NOT. My question is that - is the contractor responsible for the EPF of sub-contractor's labour. The contractor does not have any control over the labour of sub-contractor.
