Please Help: Non-Receipt of PE II Passing Certificate

I have passed PE II examination in May-2010 but still I have not received my Passing Certificate. when I asked concerned department they are not responding. I have contacted higher authority but he also not taking any action against them.
What should I do?

28-Jul-2011 , 12:36:33 pmDear i also faced this type of situation when my intermediate certificate not reach to my home.then i write to secretary (Kanpur & Delhi) with my own hand writing and i got the fresh one.
