Please Help: TDS under Gujarat VAT act

Please guide me in regards of above mentioned subject. As per my knowledge if two parties enters into work contract (Material + Labour) in that case the payer has to deduct TDS under Gujarat VAT @ 1 % on the total value of Material. Kindly provide me some material with meaning of this and its procedure for more understanding.
