Please Help: VAT INPUT CREDIT

if a concern distribute his own finished product like as sample on free of cost, but the concern already paid vat at the time of purchase raw material regarding finished product. now the question is "can concern dealer claim input credit benefits as a refund or set off/carry forward to next period,,,(can dealer enjoy the benifites of input credit)
