Please Help: VAT on Imported Goods

Dear All, We have purchased some material from Turkey, on which we have paid VAT. I have heard some rule that we can claim refund of this vat paid from our govt by filing certain Form. Can any one confirm and explain regarding existence and procedure of this rule? Thank you.
