one of my friend is manufacturing silicone rubber his monthly turnover is expected to be Rs. 1 lacs is excise is applicable to him and he is willing to go for voluntarily vat registration ten what will be the procedure for the same

Yes Excise is applicable, for VAT registration apply in normal procedure- filling of application with required authority and pay required eligible fees, form can be downloaded from site- State government
