The Govt should first consider concept of accrual basis and double entry book keeping method in its various departments as books presently in the Govt department(s) are maintained under simple cash basis with receipt and payments. Unless books are maintained in age old concept of double entry system, transparent financial reporting is not only hard to achieve but also unfathomable.
