CBDT Introduces New ITR Framework for 2026 to Expand Tax Coverage and Ease Compliance

The Income Tax Rules, 2026, which are expected to be officially notified in the first week of March, will come into force from 1 April 2026. Officials from the Central Board of Direct Taxes (CBDT) have indicated that the new rules will replace the long-standing Income Tax Rules, 1962, marking a significant overhaul of the country’s tax compliance framework. The primary objective of this reform is to expand the tax base while simultaneously reducing the compliance burden on taxpayers.
To ensure wider participation and transparency, the tax department had earlier released draft versions of the rules and invited comments and suggestions from stakeholders, including tax professionals and industry representatives, until 22 February. Feedback received during this consultation process has been considered while finalising the rules, reflecting an effort to make the system more practical and user-friendly.
A key focus of the new rules is to improve the ease of doing business by removing outdated and redundant compliance requirements that no longer serve a meaningful purpose. The revised framework emphasises the increased use of technology, enabling centralized processing of returns and data-driven decision-making. This shift is expected to enhance efficiency, reduce manual intervention, and ensure faster and more accurate services for taxpayers.
One of the most notable changes under the Income Tax Rules, 2026 is the substantial rationalisation of provisions. The total number of rules has been reduced from 511 to 333, making the law more concise, easier to interpret, and simpler to implement. Overall, the new rules are aimed at creating a modern, streamlined, and transparent tax administration system that benefits both taxpayers and the authorities.
