ICAI Election Procedure - Series 1 by CA.KHURANA VIVEK (Founder) www.casansaar.com

Every three year ICAI conducts ICAI Elections for its office bearers. This time its on 4th, 5th December 2015.

As the elections for the ICAI are expected to be held on 4th and 5th December 2015, it is the right time to participate in this process and to make concrete effort to steer the profession in a new direction.

It is imperative for each one of us to realize the significance of these elections and make our presence felt and count. The election is a very powerful process in a democracy where every member can cast his/her vote for a glorious and brighter future not only for him/herself but for the profession as a whole.

ICAI election is a formal decision-making process by which its CA members chooses an individual(s) to hold a post in ICAI Central/ Regional Council.

ICAI would have two governing bodies Central Council and Regional Council.

ICAI has divided in 5 Region

Northern Region (NIRC) - Covers, Delhi, Haryana, Punjab, Jammu and Kashmir & Himachal Pardesh
Central Region (CIRC)
Western Region (WIRC)
Southern Region (SIRC)
Eastern Region (EIRC)

Each Region select two types of candidates, Regional Council & Central Council.(in layman language these are kind of  MLA & MP seats in general elections).

Members of ICAI either in Job or Practice can vote in ICAI Elections. Only those whose name are in the Members list up to 31/03/2015 can vote in ICAI Elections 2015.

A qualified Chartered Accountant who is the member of ICAI till March 2015 is entitled to vote at a polling booth which is assigned to him in accordance with his registered office location as submitted by him/ her with the institute.

Members will get Two ballots at the time of Voting.  One Ballot for Regional Council & Second for Central Council. Members have to give there Preference (1, 2, 3 .......)

Our elections are held on the single preferential voting system under which the voter has to indicate his preferences about the candidates by inserting the figures 1, 2, 3 etc against the names of the candidates according to his preference.

The  impression that only the ‘first’ preference vote has value is incorrect.

A candidate for getting elected is required to obtain only specified number of first preference votes.

• If the first preference votes obtained by him are more than the required number, the excess is transferred to candidates who have secured 2nd and 3rd preferences.

• Similarly, if the number of the first preference votes received by a candidate are much below than the required number of, his first preference votes will be transferred at full value to those candidates who have been marked for subsequent preferences.

It is, therefore, important to know that a voter should not select only one candidate of his choice but should select as many candidates as possible and mark his preference for such candidates. This will help the voter to get at least one of the candidates of his choice elected.

In case any clarification, feel free to call.
