The next elections to the Council and the Regional Councils of the Institute ofChartered Accountants of India are scheduled to be held on 7th and 8thDecember,2012 in cities having more than 2500 members and on 8thDecember, 2012 at allother places in terms of the provisions of Rule 21 of the Chartered Accountants(Election to the Council) Rules, 2006 specified by the Central Government. Accordingto the provisions of clause (3) of Schedule 2 to Rule 6 of the aforesaid Rules, anotice is required to be published giving the voters in cities, having more than onepolling booth located at different addresses, an opportunity to exercise their optionto vote at a particular polling booth within that city.  In compliance with the same, this Notice is being published for information of such voters.

It may be clarified for general information of members that the list of votersas on 1st April, 2012 is drawn, on the basis of professional addresses given by themembers, and such address is taken into consideration for the purpose of allotmentof voters to different polling booths in a city.

It has been our “endeavour” to allot the polling booth near to theprofessional addresses as given by the voters.  It is possible that a voter might preferto exercise his franchise at a polling booth within the same city but located near hisresidence/office which is not as per the Institute’s record his professional address. This announcement helps such voters to indicate their option for a polling boothlocated at a place which is not near to their professional address.  For instance, based on the professional address of a voter, he would be, in the normal course, allotted a polling booth situated at `A’ place.  Suppose, he prefers to exercise hisfranchise at `B’ place which is near his residence or office (but not his professionaladdress), as the case may be, he is required to indicate his option for the pollingbooth at `B’ place in response to this announcement.  Otherwise, he would berequired to vote at the polling booth situated at `A’ place only.  It may be noted thatthe option is restricted to one of the polling booths located in the same city only.

For the forthcoming elections to the Council and Regional Councils, it isproposed to set up more than one polling booth at different locations in Mumbai,Kolkata and Delhi/New Delhi.  The addresses of the proposed polling booths in thesecities are published below.

It is notified for the general information of members that any member in sucha place, wishing to vote at a particular polling booth, may send his written request tothe Secretary, The Institute of Chartered Accountants of India, ICAI Bhawan, PostBox No. 7100, Indraprastha Marg, New Delhi – 110 002, so as to reach him latest by16th August, 2012.  Request received after 16th August, 2012, will not beentertained.

It may be mentioned that as far as Mumbai and Delhi/New Delhi cities areconcerned, the general allocation of polling booth to voters would be done on thebasis of pin-code numbers.  In other words, the pin-code number corresponding tothe professional address given by a member would be the basis for allocation ofparticular booth.  The details of pin-codes proposed to be attached with eachlocation at Mumbai and Delhi/New Delhi are given in Appendices I & IIrespectively for reference and general information of members.
