A FOREIGN COMPANY HAVING NO PERMANENT ESTABLISHMENT IN INDIA BUT CLAIMING ROYALTY AND MANAGEMENT FEE FROM AN INDIAN COMPANY IS REQUIRED TO FILE INCOME TAX RETURN OR NOT. FOREIGN COMPANY IS HOLDING PAN NO FOR THE PURPOSE OF WITHHOLDING TAX.

However, practically most foreign companies do not file return in India where the payer has already deducted the tax. In your case if taxes have been deducted and no refund is proposed to be claimed, you may not file the return
