Why TDS is not deducted on telephone bills and insurance expenses?

Dear friend being government agencies TDS is not deducted while pay the bills

they are not covered u/s 194C

26-Jul-2011 , 06:16:02 pmwe can say as per income tax act these are not covered under tds applicable points, but these service provider are liable to collect tax on bill payment i.e. tcs
