Please Help: Company name change (Latest Procedure??)

As per Latest process of Change in company name following fors are need to be filled: Form INC-1 : for Name approval (Earlier Form 1A) Form MGT-14 : for Registering Special Resolution(Earlier Form 23) Form INC-24 :: For Giving Effect of Changes (Earlier 1B) My query is "Form INC-24" if For Central Govt Approval. Why is this required????? Earlier we just get approval of ROC for normal pvt ltd company...now??
