Please Help: e-form CHG1 filed for creation of charge of foreign bank like ADB and World bank

As per companies act,2013 we are required to file e-form CHG 1/9 to register charge. e-form requires PAN of chargeholder. Chargeholder like foreign bank,does not have PAN. Question is how e-form will be filed at mca-21 without pan of chargeholder? Even I have complaint at mca21 complaint portal. But they did not give satisfactory answer. Kindly suggest on it.
