Please Help: 15CA & 15CB

One of our client is NRI having A NRO A/c in india in which he received FD proceeds of Rs. 8.5 lakhs. Now he wants to transfer some amount from NRO a/c to NRE A/c or want to withdraw this amount for personal use outside india. Please guide me whether 15CB is required in this case or 15CA part D is to be filed. Also if yes than while filing such forms who will be remitter and who will be remittee.

Please provide suggestions.
