I have vacant house at city A, for which I am paying EMI, At city B where I am working I am paying rent. Can I claim HRA(City-B)& Interest U/s.24 & Principal u/s 80C (City-A)simultaniously

Yes, you can claim both.These two components (HRA & Interest on Home loan) are handled in two different sections and are not inter-connected.
