As per Hindu Law HUF (Hindu Undivided Family)is a natural GOD gifted phenomena and it can neither be created nor destroyed. It is self created. A child is a member of HUF since birth hence there is no question to create HUF as per HINDU Law.

I think you want to ask that can only husband and wife create the income tax file of the HUF the Income tax act is silent about this thing and there are contrary judgments available some say that only coparcener can start HUF while some thinks that to start HUF 2 coparcener required so according to me it is safe to start the income tax file of HUF with 2 coparcener
