22-Apr-2014 , 10:45:14 amIf Salary has been credited in the books of accounts, then TDS has to deducted because TDS liability arises as and when amount has been credited or payment made whichever is earlier. Futher issuance of Form no. 16 has nothing to be done with whether payment has been made or not.

23-Apr-2014 , 11:28:57 amGeneration and issue of Form 16 is independant of actual disbursement of salary to employee. The only requirement is payment of TDS to IT Dept and filing of quarterly etds returns.
