Please Help: service tax on bus provided by a travel agent to another trvel agent

is a bus provided by a travel agent to another travel agent on mileage/contract basis liable to service tax? if yes plz send me the section no. under which it is clearly clarified... and if no then tell me the notification no. under which it is exempt?
