Please Help: whether service tax is applicable?

i want to know if a charitable institute( running educational institute) make two contract, in which they ll hire buses for students and in second they make contract of mess where other party provide food facility in hostel. now i want to know whether service tax is applicable on it? & what is provision of reverse charge on it?
